A shared computer has to say no. If any program could run for as long as it liked, one transaction could hold everyone else up. So the work is priced in advance, in a unit small enough to count and strict enough to enforce.
The interesting part is not the fee. It is that the ceiling exists before the first instruction does.

Maximum Work
The most work this transaction may do. Fixed before execution begins. Default: 200,000 units per instruction (up to 1,400,000 cap).
Unit Bid
What it offers per unit, measured in micro-lamports. Optional bid to incentivize validators under heavy contention.
Running Tally
The live decremental count during runtime. If the meter reaches zero, execution halts immediately and state changes revert.
Technical Clarification: A compute unit is an accounting unit for execution effort on the Solana runtime. It is not a token, not a measure of seconds, and not something anyone holds.
A higher price raises transaction priority but does not guarantee execution. Unused units are never refunded as priority fees. The meter measures execution effort, not code correctness.
